When a new tenant moves in, I document the flat before anyone lives in it: room by room, with the same checklist and the same photographic method I use on the day they leave. It covers meter readings, an inventory of what is there and the condition it is in.
Today the check-in report is usually written by the tenant during their first week, from memory and without photographs. That is why check-outs turn into arguments: a rigorous document is being compared with a list written by someone who had just moved house. A check-out report is only as good as the check-in you can compare it against.
