Got damp in your rented flat? Before saying who pays, look at where it comes from.
Damp is not a cause: it is a symptom. It can come from a leak, a fault, condensation or other problems with the property. And that matters, because responsibility cannot be decided just by looking at the stain.
The first step is to identify the source. The second, to report the problem and put it on record. And the third, to document what is happening, with photographs and dates.
